There is details in Centre Guidance, 11. Frequency and Duration of Rallies which is as follows –
Tents are permitted for members on rallies up to 5 days. Administration of tents remains the responsibility of the Centre and Rally Officer and Centres may decide against permitting tents due to the location being unsuitable or too difficult to manage. This must be communicated to members at the point of booking.

Non-members/guests may visit the rally and are the responsibility of the member who invited them, e.g. for any breach of the Club’s codes of behaviour and conduct. Guests are not allowed to visit in their own outfits and this is to ensure that we comply with our Exemption Certificate. If staying overnight, they must stay in the host member’s outfit. It is advisable to keep a record of any guests visiting a rally for the duration of the rally.
The rules do not state that every tent must have its own toilet facilities, it may well be that the “guests” intend to use the facilities of their “host members”. If pitched in a separate area this would not be practical and could lead to hygiene problems. If a member is in a tent then it is only possible if there are suitable bathroom facilities on the site or the member provides them – members with tents will be used to this situation and unlikely to attend if there is nothing on the site.
Centres struggle to find Rally Officers (ROs) at the moment, adding the extra administrative burdens of tents and non-members to the additional duties that club introduced last year could well discourage ROs even more, so leading to even fewer rallies and the failure of more Centres. This is up to Centres to administer – the intention is to be more welcoming and invite new people along to a rally. Sorry if it is felt that this may be a burden to some, that is not the intention. We can never please everyone, but many Centres have asked if they can offer tents on short rallies.
